Objective of the assignment The Contractor shall support WIPO’s provision of legislative assistance and undertake several projects in the area of copyright and related rights law.
June 15 to July 12, 2026– Undertake desk research, mapping adherence to and implementation of the international copyright and related rights treaties in Spanish‑speaking countries.
From July 13 to September 6, 2026– Coordinate WIPO’s provision of legislative assistance in the area of copyright and related rights. Tasks include: analyzing existing and/or draft copyright legislation of up to 3 requesting WIPO Member States and providing written comments and/or proposed legislative options in English; reviewing comments prepared by junior lawyers or external experts; providing support and guidance if requested.
September 7, 2026, to June 14, 2027– Coordinate celebrating the 30‑year anniversary of the WIPO Internet Treaties; develop and implement WIPO activities; liaise with stakeholder groups; oversee the Information Session for the SCCR; conduct special research mapping adherence to treaties in Africa, Asia, and the Pacific; coordinatethe preparation of a toolkit for access to materials in education and research institutions; prepare two studies if mandated by the SCCR; support the CDIP project “Strengthening Sports Development Through Intellectual Property (IP) in African Countries”; support CCIS input to the WIPO Taskforceon IP and Sport.
Reporting The contractor shall report to Director of Copyright Law Division, WIPO.
Profile (e.g., area of specialization/expertise, specific knowledge/skills/experience) Education
Advanced university degree (Master’s or equivalent) in law.
Specialized qualification in intellectual property law, particularly copyright and related rights.
Area of Specialization/Expertise
Expert knowledge of international copyright and related rights law, particularly the WIPO-administered treaties and the TRIPS Agreement.
Knowledge of the evolving digital copyright environment and contemporary policy issues (including intersection of copyright and generative AI).
Specific Experience
Minimum 10 years of professional experience in copyright law, including direct involvement in legislative drafting or review.
Experience with treaty implementation processes.
Experience supporting developing and/or least developed countries in establishing legislative, regulatory or policy frameworks for copyright and related rights.
Demonstrated experience in teaching, training, or mentoring on copyright and related rights issues.
Skills
Exceptional analytical skills and ability to assess complex legal frameworks for treaty compliance.
Excellent legal drafting and writing skills in English and Spanish, with ability to present technical legal analysis in clear, accessible language.
Capacity to work independently, manage multiple assignments, and meet tight deadlines.
Previous collaboration with WIPO or familiarity with WIPO’s methodological approach to legislative assistance.
Duration of contract and payment The duration of the contract is from June 15, 2026, to June 14, 2027, with the possibility of extension subject to budget availability, satisfactory performance, and business needs.
Payment will be made on a monthly basis at an agreed hourly rate, subject to submission of invoices by the Consultant, satisfactory completion of services, and approval of deliverables.
Other information ICS Consultants fall outside the coverage of employment contracts for WIPO Staff members and are not subject to the WIPO Staff Regulations and Rules. The Consultant has no entitlement to vacation or sick leave, except for WIPO official holidays, or to medical insurance or staff pension. Absences from work will be deducted from the Consultant’s payment on a pro‑rated basis.
